Oh jeeze... this again.
My argument always was that it's no reason to put your sein away when someone says "they spawned out under the ice". Not that, under unusual conditions, it wasn't possible for smelt to be in shallow under the ice.
In WI inland lakes, smelt move in right after ice out. I think every experienced Lake Superior smelter can attest, it's almost always later on Lake Superior (in the years where there has been decent ice coverage).
